According to Shalva Papuashvili, Chairman of the Parliament, by defining the candidate for deputy in the party lists as delegates, the parties will have the opportunity to propose to the voters who can act on their behalf within the party.

As Papuashvili noted at the Bureau session, the discussion of the planned changes in the Electoral Code will not take place in an accelerated manner, and everyone will have the opportunity to participate in the process.

"With the help of the United Nations Development Agency, a study was conducted, in the wake of the abolition of the majoritarian system, how the Parliament can maintain a bond with the population in the region and what experience exists in other countries in this regard. Unfortunately, there is no great experience.

As part of the study, it was argued that the parties should take responsibility to some extent and give the population, the voters, the opportunity to see their representatives on the party list. This is the correct and simple way for the parties to propose to the voters who can act on their behalf within the framework of these parties", said Shalva Papuashvili.

Parties may be given the right, when forming election lists, to designate candidates as a delegate of one or more municipalities.

Such is the initiative that Georgian Dream prepared and presented to the Parliament.

With the same bill, the 40% electoral threshold set for the majoritarian candidates of the City Council is abolished, and based on the majoritarian election system, the candidate who receives more votes will be considered elected to the City Council. Consequently, as a result of the adoption of the bill, the second round of the City Council elections will no longer take place.
