"Dream" continues to bribe voters - "The coordinator of "Dream" at Mtskheta #2 polling station gave money to a voter"

The International Society for Fair Elections and Democracy (ISFED) is reporting on violations identified as of 3:00 p.m.

(ISFED) is monitoring the second round of the 2020 parliamentary elections in 17 majoritarian constituencies through 35 mobile teams.

The organization’s observers identified: 1 case of alleged voter bribery; 1 case of multiple voting; 2 cases of obstruction of observers.

The following violations have been identified by the observers so far:

Georgian Dream coordinators are mobilized at polling station #2 of Mtskheta electoral district #27, one of whom handed money to a voter leaving the polling station. After seeing the observer, the coordinators dispersed.

Coordinators mobilized at polling station #6 of Mtskheta electoral district #27 showed aggression towards an observer of “ISFED” who was taking a photo on the outer perimeter of the precinct.

Near public school #39 of Gldani electoral district #10, where polling stations #79, #80 and #81 are located, an unknown man showed aggression towards an observer of “ISFED” who was taking a photo on the perimeter of the precinct. In the same place, another man was aggressive towards a journalist of TV company “Formula” who was filming. The mentioned persons left the territory adjacent to the polling stations.

At polling station #22 of Lagodekhi electoral district #15, an observer of “ISFED” discovered voting by the same persons several times (so-called “carousel”). People mobilized near the polling station take turns bringing the chairman of the precinct commission and commission members into the polling station and allow them to vote multiple times. The flow regulator at the polling station does not check the marking. He found a special flashlight to check the marking after the observer asked.

Voters are mobilized on the outer perimeter of polling stations #21 and #35 of the #15 Lagodekhi electoral district, with whom commission members come out and talk. In addition, at polling station #35, commission members are not performing their functions and the election process is being conducted in violation of voting procedures, in particular, an abandoned ballot box and other documentation are being neglected.

Party coordinators are stationed in minibuses near polling stations #07, #11, #17, #21, #22, #54, #58, #66, 68, #69 and #104 of Batumi electoral district #79, and are conducting voter registration.

The outer perimeter of polling stations #87 and #21 of Zugdidi electoral district #67 is controlled by unauthorized persons, who also move freely within the territory of polling station #21 without accreditation.

At polling stations #52, #14, #15, #48, #23, #8, #28, #11, #13 and #17 of Telavi electoral district #18, at polling station #28 of Akhmeta electoral district; #16 Kvareli Electoral District #01, #02, #03, #04 and #29 polling stations; #56 Tkibuli Electoral District #01, #08 and #31 polling stations; #59 Kutaisi Electoral District #15 and #90 polling stations; #51 Zestaponi Electoral District #10, #18 and #48 polling stations; #52 Baghdati Electoral District #09, #10, #12, #4, #26, #27 and #23 polling stations; #4 Krtsanisi Electoral District #1, #2, #3 and #4 polling stations; #10 Gldani Electoral District #79, #80 and #81 polling stations; Party coordinators are mobilized at polling stations #31, #35, #36, #42, #44, #45 and #46 of Samgori electoral district #6, who are registering voters.
The International Society for Fair Elections and Democracy also observed the first round of the elections, and counted the votes in parallel.

According to the organization's assessment, the scale of violations in the first round was so great that it could have influenced the election results by no more than 4.1%.
